Title: An Introduction to the Iowa Utilities Board and a Regulator’s Perspective on the Expansion of the Transmission System.

Abstract: This talk will summarize typical functions of the Iowa Utilities Board, a state regulatory authority, with emphasis on those that pertain to electric power infrastructure, highlighting the differences between state and federal regulation. It will characterize the relationship between the Iowa Utility Board, the MISO planning process, and the Iowa utilities that are responsible for providing electric service in the state. It will conclude with comments related to the need for expansion of the transmission system and highlights of discussions being had by decision makers.

 

Bio: Edgard Verdugo obtained his BS in Environmental Engineering from University of California, Riverside in 2010, and his PhD in Civil and Environmental Engineering, from the University of Iowa in 2015. He was a postdoctoral researcher for Southern Nevada Water Authority from 2016-2018, after which he joined the Iowa Utilities Board where he is currently employed as a Utility Specialist.
