Title: Building a Cyber Security Strategy and Roadmap 

Abstract: This seminar explores the process of creating and implementing a cyber security strategy and roadmap. Successful strategies consider both the human and technical components during the planning, development, and execution phases. Creating organization buy-in, establishing key partnerships, and building the right team is equally as important as selecting the right technical tools. Strategy development includes critical components such as collaboration, iterative processes and creating an environment conducive to learning.

 

Jeff Franklin, CISSP, CISM, CPM, vCISO, Senior Information Security Consultant 

Biography: Jeff Franklin currently serves as a virtual Chief Information Security Officer (vCISO) and Senior Information Security Consultant for Heartland Business Systems. In this capacity, Jeff assists clients with creating comprehensive information security programs suitable to the size of the organization. His clients range from small software startups to international corporations across healthcare, financial, insurance, manufacturing, transportation, government, and other industry sectors. Jeff previously served as Chief Cyber Security Officer for the Iowa Secretary of State’s Office, where he led cyber security initiatives for elections statewide. Prior to that role, Franklin served over 10 years as the State of Iowa’s Chief Information Security Officer. Franklin’s Roadmap to Election Cyber Security program was recognized with the 2019 IDEAS Award from the National Association of Secretaries of State (NASS) and an award from the National Association of State Chief Information Officers. In 2017, Franklin (along with Iowa Governor Kim Reynolds) received the Difference Makers award from the SANS Institute. During his government career, Franklin led the initiative on behalf of the Governor’s Office to create and implement the State of Iowa’s formal cyber security strategy, including the creation of the state’s cyber security emergency response plan and a Cyber Security Operations Center. Franklin received an M.S. in Management Information Systems from Iowa State University with honors and a B.A. in Business Administration and Management from the University of Northern Iowa. Jeff is a former president of InfraGard and Multi-State Information Security and Analysis Executive Committee Member. Outside of work, Jeff spends time with his adult son and daughter and enjoys traveling, golfing, and kayaking. He is originally from Cedar Falls, Iowa and has lived in the Des Moines area since 1996.
