Title: The Past, Present, and Future of Value-Based Reliability Planning
Abstract: Value-based reliability planning is a planning approach that takes account of the costs that electricity customers bear when the lights out. In recent years, its role as a justification for utility investments to improve reliability and resilience has increased. In this presentation, I will first introduce the concepts behind value-based reliability planning and describe a publicly available, on-line tool developed by Berkeley Lab – The Interruption Cost Estimate (ICE) Calculator – that is widely used to implement the approach. I will then summarize the reasons for and the current status of a national initiative to update the tool. Finally, I will review our current work to develop new valuation methods to estimate interruptions costs due to widespread, long-duration power interruptions, which cannot be estimated using the ICE calculator, alone.
Bio: Joe is a retired rehired staff scientist at the Lawrence Berkeley National Laboratory. Between 1999 and 2018, he led a consortium of national laboratories, universities (including Iowa State), and private-sector partners that conducted public-interest research and analysis on electricity reliability and transmission technologies. He has supported the U.S. Department of Energy (DOE) on a variety of electricity reliability-related assignments, including the National Transmission Grid Study, the U.S.-Canada investigation of the August 14, 2003 blackout, and the National Electric Transmission Congestion Studies. Joe has authored more than 250 publications on electricity reliability, transmission planning and operations, demand response and distributed generation, utility integrated resource planning and demand-side management, and building energy-efficiency technologies. In 2023, Joe was appointed to the Board of Governors of the California ISO and is currently serving as its Vice-Chair.
